I am not sure how public this response is?
Anyhow the proposals need to separate out the research element from the overall project. Perhaps the project is overall and the research element is a subsection.
eg Raising funds is a core part but not necessarilty part of the research – unless the null hypothesis or research question includes this ….which it could
(Question may indeed be “can 1 million be raised and health measures be improved”)
ie is it possible to restate the research question and refine the content?
